东南亚基础设施项目采购指南

作为国家的管理者,政府肩负着开发新公共设施和基础设施、运营和维护这些公共设施的责任,并对现有公共设施和基础设施进行重大升级,以满足人民的需求。发展中国家和发达国家的政府寻求私营部门的参与,将其作为项目发展和资金筹措的补充来源。公私合作伙伴关系(以下简称“PPP”)模式赋予政府能够评估和管理项目对公共财政影响,同时妥善安排公共部门与私营合作方之间的风险分配,从而在项目整个生命周期内实现长期的物有所值。

采用PPP模式开展基础设施项目具有以下优势:

  2. 缓解公共部门预算限制,使公共资金能够被政府用于增进民众福利;
  3. 提升基础设施和公共服务的问责水平,确保项目按时并在预算范围内完成;
  4. 通过明确基础设施项目和公共服务提供当前及未来的成本,提高政府预算确定性;
  5. 充分利用私营部门的创新与效率; 及
  6. 促进国家的经济增长和发展。
