序言
《2024年个人数据保护（修订）法》 （“修订法”）规定，当组织（包括数据控制者和数据处理者）符合《数据保护官任命指南》 （“数据保护官任命指南”）所列的相关标准或门槛时，须任命并注册一名数据保护官（“数据保护官”）。该新规已于2025年6月1日正式生效。

2025年8月1日，个人数据保护专员（“专员”）发布了三项补充指南，旨在明确任命数据保护官所需的能力、培训标准和专业发展路径。这些新规包括：
- 《数据保护官能力指南》 (“数据保护官能力指南“);
- 《数据保护官培训机构管理指南》 (“数据保护官培训机构指南“)；及
- 《数据保护官职业发展路径和培训方案》 (“数据保护官发展培训方案“)
（统称“新指南”）。
