2025年5月7日,新加坡知识产权局(“IPOS”)发布通告函,宣布推出新的专利和商标加速计划—— “SG专利加速”和“SG商标加速”计划。这些计划将于2025年5月20日启动,取代已于2024年12月31日结束的“SG知识产权加速”试点计划。
新计划旨在帮助申请人更快地获得审查意见,并简化了资格标准。
- SG专利加速计划允许专利申请人申请在四或八个月内获得加速的首次官方通知。
- SG商标加速计划为商标申请提供了简化的加速通道,允许申请人在三到六周内收到首次审查报告。
这些新计划是对新加坡知识产权(“IP”)注册框架的一项受称道的补充。它通过提供简化和加速的注册流程,使寻求利用其知识产权资源的企业和创新者受益。

SG专利加速计划
主要特点 – SG专利加速计划的详情载于专利注册局第 1/2025 号通告:《新专利和商标加速计划》。在SG专利加速计划下,申请人可以选择以下加速流程:
- SG专利加速计划4: 申请人将在申请成功后四个月内收到首次审查意见。
- SG专利加速计划8: 申请人将在申请成功后八个月内收到首次审查意见。
标准 – SG专利加速计划的资格标准如下:
- 该专利申请不是在新加坡的分案申请;
- 加速请求必须包含 20 项或更少的权利要求;及
- 每个实体(个人或公司)每月最多可提交 5 项请求。
程序 – 就程序而言,加速请求必须通过专利表11(检索和审查报告请求)或专利表12(审查报告请求)提出,并支付相应的加速费用。成功的SG专利加速计划申请有权加速对专利表格13A(书面意见回复)的后续审查意见。
费用 – SG专利加速计划的费用如下:
- SG专利加速计划4费用
- 申请加速检索和审查 (PF11): S$1,800
- 申请加速审查 (PF12): S$1,200
- 申请加速审查异议回复 (PF13A): S$150
- SG专利加速计划8费用
- 申请加速检索和审查 (PF11): S$900
- 申请加速审查 (PF12): S$600
- 申请加速审查异议回复 (PF13A): S$150
SG商标加速计划
主要特点 – SG商标加速计划的详情载于商标注册局第 2/2025 号通告:《新专利和商标加速计划》。
- SG商标加速计划允许企业快速办理其商标申请,在申请之日起三至六周内收到首份审查报告。
- 为使该计划更易于实施,申请人不需要:(i) 提交相关专利申请;或 (ii) 完全采用 IPOS 分类数据库中预先批准的商品和服务描述。
标准 – 为符合SG商标加速计划资格,申请必须:
- 属于国内商标申请(即通过TM4 – 商标注册申请直接向IPOS提交);及
- 不是认证商标或集体商标的申请。
程序 – 加速申请必须在提交TM4表格时提出,并缴纳加速费用。对于包含多个类别的商标申请,加速申请将自动适用于申请中的所有类别。
费用 – SG商标快速计划的费用如下:
- 对于完全采用IPOS分类数据库中预先批准的商品和服务描述的类别:每类S$200
- 对于部分采用或不采用IPOS分类数据库中预先批准的商品和服务描述的类别:每类S$250
结语
IPOS 的通告明确指出,加速费可能不时审查和调整。任何调整将在实施前通知公众。
IPOS 还强调,知识产权加速费符合税收减免资格,包括企业创新计划。根据该计划,从事贸易或商业活动的企业可以就符合资格的知识产权注册费用申请额外的税收减免。或者,符合资格的企业可以将符合资格的支出转换为现金支出,以抵消其创新成本。
